In a way, the Tower’s promise came true three days after the evacuations began. Just over a year after the revolt had started, it ended with fire. Massive military bombing by fighter jets based on San Clemente Island decimated Los Angeles.
Everything north of the I-10 was destroyed. The Anarch revolt’s core was wrecked. Cities were destroyed, many vampires turned to ash, but thanks to the efforts of local kindred, very few human lives were lost.
One notable exception to the destruction was Chinatown, which was untouched. Using local liaisons, the Camarilla had worked out a deal with the Kuei-Jin in Los Angeles to keep their territory unharmed, to avoid a declaration of war.
Voss Scandar was part of the envoy sent to the Kuei-Jin to work out a deal to keep their territory unharmed in the firebombing to come. Voss seemed to be in negotiations with them and talks with the Camarilla for a long time- it came out soon later that Voss was feeding the Tower information on the Los Angeles territory to help act as eyes on the ground for the attack. Voss' public reaction was always cold about the matter. What was necessary had to be done to protect the Tower. However, on occasion rumor circulated that it was an act of revenge, or grief- but given the sheer amount of forces at play here, the reasoning of why they assisted where they did hardly mattered.
A complete supporter of the 'by any means' camp, Simon Irons actively assisted in the mortal lockdown needed to cover up the resultant firebombing as a disease management effort and not something supernaturally motivated. Additionally, he worked with Kuei-Jin liaisons to negotiate the safety of Chinatown in the attack.
This action came as a shock to many kindred, and every vampire in the area had a strong opinion one way or another about this action. Was it too much? Or should it have been done sooner to reduce Camarilla losses?
